EXAMPLE OF DUTIES
Division of Gaming: Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.What we do: The Sports Betting Background Investigations work unit provides background and financial investigations, identifies and interviews applicants, collects licensing documentation, interviews corporate entities, and evaluates investigative information to determine suitaility recommendation for Commission licensing reports.Reviewing license applications for accuracy and completeness.Conducting background and financial investigations of applicants.Criminal and administrative investigations of a licensee that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.Conducting criminal investigations, as needed.Conducting compliance inspections, as needed.Providing educational services to licensees, stakeholders and subordinate staff.A typical day of Supervisory Criminal Investigator V: Supervise and assist in conducting backgrounds and financial investigations of companies and associated persons. This position supports the Agent in Charge. Supervises staff who perform as the agency's expert on financial investigations and investigation of publicly traded companies, and on the securities laws of state, federal, and foreign governments; to advise other investigators in the unit about securities laws and about information that can, and should be, sought from an applicant or any other source; to enforce the Colorado Limited Gaming Control Act of 1991, the Sports Betting Act, the Colorado Gaming and Sports Betting Regulations, conduct complex criminal and background investigations. Conducts annual evaluations and communicates employee issues to Human Resources and the Agent in Charge. Recommends training for succession planning and growth.Supervision - Regulatory EnforcementManages daily operations for background staff, including assigning caseloads and monitoring work for accuracy. Handles performance planning, conducts annual evaluations, and recommends corrective or disciplinary actions as needed.Serves as a division resource for financial training and responds to inquiries regarding gaming laws, regulations, and licensing. Maintains expert-level knowledge of the Colorado Limited Gaming Control Act of 1991, sports betting rules, statutes, and internal control procedures. Serves as the Acting Agent in Charge at the discretion of the absence of the Agent in Charge or their designee.Supervision - Conduct Financial InvestigationsSupervises and assists staff in complex financial and background investigations for Sports Betting license applicants. Analyzes detailed financial reports for accuracy and thoroughness before they are presented to the Director or Commission. Thorough understanding of business structures and requirements for private andpublic companies.Evaluates the suitability of individual owners and management by investigating their personal, financial, and criminal histories. Makes licensing recommendations of applicants to the Agent in Charge which ispresented to the Limited Gaming Control Commission.Supervision - Conduct Criminal InvestigationsAssigns and oversees criminal investigations into violations of the Sports Betting Act and other local, state, or federal laws. Reviews investigations to identify potential violations of criminal statutes. Oversees investigations involving complex investigations such hidden ownerships, money laundering, and illegal fund distribution. Makes a recommendation to the Agent in Charge when criminal charges or administrative disciplinary actions are warranted based on the severity of the violation. Mentors and trains staff in investigative techniques, auditing principles, and rules of evidence. Supervision - Background InvestigationsCoordinates complex domestic and international investigations to identify assets, sources of investment funds, and potential fraud. Conducts digital inspections of financial records and interviews business associates. Prepares and presents comprehensive written findings to the Colorado Limited Gaming Control Commission. Ensures all licensing reports and commission agendas are accurate, complete, and free from error. Maintains tracking records for licensed companies and applicants to ensure all renewal and reissuance deadlines are met.
